Challenges of the project
This strategic project aims to serve as a model to facilitate the deployment of new technologies in the entire water cycle in water and sanitation utilities, using a cutting-edge methodological approach to design digital strategies and implementation plans.
The objectives established for EPS SEDACUSCO in the 2023-2026 Digital Strategic Plan will be achieved through:
- Designing a strategy to digitally transform the entire utility over the next three years.
- Drawing up a digital implementation plan with a portfolio of priority digital initiatives and the resources required to deploy them.
This project is part of the Global Initiative for the Digital Transformation of Water and Sanitation Utilities, promoted by the World Bank to improve excellence in water and sanitation utilities worldwide, driving the digital transformation of service providers worldwide in all business areas by adopting new enabling technologies for the water cycle to modernize and improve service provision.
EPS SEDACUSCO, S.A. is a utility in charge of drinking water and wastewater collection services, including urban wastewater treatment, in the municipalities of Cusco and Paucartambo in Peru. It serves a population of 520,558 inhabitants and 100,027 customers, mainly in the city of Cusco and other smaller towns.

Methodology
The 2023-2026 Digital Strategic Plan for EPS SEDACUSCO, S.A. is the result of an ambitious digital transformation consultancy project carried out through a multi-stakeholder strategic planning process.
The methodology used in this project was divided into different work phases:
- Analysis of the environment and diagnosis. A series of individual interviews was conducted with the utility’s managers to identify business needs and current and future challenges.
- Designing the digital strategy through focus groups with the utility, led by Idrica experts, and defining the areas of action.
- Dividing the 2023-2026 Digital Strategic Plan into five main strategic areas by different management levels.
- Digital implementation strategy, as a result of a strategic action plan and a reference intervention budget with digital CAPEX & OPEX.
